(Before you begin, write the exact resolution and the names of all debaters in the order in which they will speak on a blackboard clearly visible to all judges. Check to see that judges are seated in different locations and that all debaters and officials are ready; ask all persons .present to be seated; proceed!)

Each debater will have 8 minutes in which to deliver his or her remarks; the Prime Minister's time will be divided between a 5 minute opening speech and a 3 minute Official Rebuttal. Fifteen seconds grace will be allowed: I will then immediately call upon the next debater to begin his or her address. Would the Timekeeper please explain the system for signaling time remaining to debaters. [Pause]

As Speaker, 1 will entertain Points of Order, Privilege and Information. Heckling will also be permitted, though Judges are to penalize any debater who interrupts another thoughtlessly or excessively or who lowers the level of debate.

.. I call upon the Prime Minister to introduce the Bill, define its terms, and outline the Government case.
... I thank the Prime Minister for his/her remarks
and remind the Judges that they should not finalize any debater's score
until they have heard all the speeches. We shall now hear the
first speaker for the Opposition. If the Opposition
intends to contest the Government definitions or to introduce a Counter-Plan,
it must do so during this address.
... Thank you. We shall now hear from the
second Government speaker, who must completely
describe the plan for implementing the Bill.
... Thank you. I now call on the second speaker
for the Opposition.
... Thank you for your remarks. I now call upon
the third Government speaker to deliver the final
constructive speech in support of the Bill.
... Thank you. The Leader
of the Opposition will now deliver the last speech opposing the
Bill. It is his/her responsibility to complete
the attack on the Government case and to defend
and summarize the position of the Opposition. Unless the Leader of
the Opposition indicates at the outset that
helshe is beginning this address with the Official Rebuttal, the
last 3 minutes of the speech will constitute the
Official Rebuttal and must contain no new evidence.
No more than 5 minutes of this speech may be used for introducing new
evidence or constructive arguments.

and now call upon the Prime Minister to present the Government
Official Rebuttal. During this 3 minute speech, no new evidence may
be introduced.
