Professor Dossa acquired his B.A. (Hons) in Political Science at Makerere University despite the fact he did not relish wearing the undergraduate red gown for lunch and dinner at this very British institution.  Later he earned both an MA and Ph.D. (Political theory) at the University of Toronto, under the supervision of   C. B. Macpherson, Christian Bay and Peter H. Russell.

Following a two year stint as a Teaching Fellow at the U of T, he taught for a number of years at the University of Calgary and took up his current position at St. F. X. in 1988.  In 1990 he was invited to join an international Research Project funded by the Academy of Finland on Culture, Politics and Identity based at the University of Helsinki.  In 1996, he was invited to deliver the Josiah Wood Lecture at Mount Allison University in Sackville (NB) on Liberalism and Cultural Difference.  In 1998 he was invited to deliver a lecture on Human Rights and Global Politics at Middlebury College in Vermont (US).

In 2006, he attended conferences on Hannah Arendt (Ljubljana, Slovenia), Ethics and Development (Kampala, Uganda), and on the Holocaust: A Global View (Tehran, Iran).
